MATT MARKLEY, PRESIDENT/CEO
HIBISCUS CHILDREN’S CENTER
Matt Markley joined Hibiscus Children’s Center in June 2018 as President/Chief Executive Officer (CEO). Hibiscus Children’s Center is a child welfare agency providing sanctuary to abused, neglected and abandoned children since 1985. Matt is a Certified Behavioral Health Executive with more than 40 years’ experience in community mental health. He is a graduate of The Ohio State University and holds a master’s degree in Health Services Administration from Central Michigan University.
Prior to Hibiscus, Matt was Executive Director of the Scioto Paint Valley Mental Health Center (SPVMHC) in Chillicothe, OH, a role he held from 2009 to 2018. SPVMHC is a comprehensive community mental health center offering a continuum of outpatient mental health and substance abuse treatment, psychiatric/medication management, crisis intervention, residential treatment and integrated primary care services in a 5-county area in south/central Ohio.
From 1997 to 2009, Matt was Executive Director of the Paint Valley Alcohol, Drug Addiction & Mental Health Services (ADAMH) Board in Chillicothe, OH. ADAMH Boards in Ohio are tasked with designing effective and efficient systems of care for persons with serious and persistent mental illnesses (SPMI) as well as the general population. These agencies develop funding, promote collaboration among healthcare providers and ensure access to quality care for residents of their communities.
From 1985 to 1997, Matt was Executive Director of the ADAMH Board of Marion & Crawford Counties in Marion, OH. The mission of the ADAMH Board is to reduce stigma and ensure that mental health and addiction treatment services are available locally, are recovery-oriented, accessible and affordable. Services are provided through a network of public and private contract agencies.
From 1980 to 1984, Matt was a planning specialist for the Mental Health and Recovery Services Board of Clark, Greene and Madison Counties in Springfield, OH. The role of the Recovery Services Board is to ensure that mental health and substance abuse treatment services are available and accessible to priority populations, i.e., pregnant women who use injectable drugs, teenagers, substance-using females with dependent children, persons with SPMI as well as the general population.
Matt also served eight years on the Chillicothe, OH City Schools Board of Education. He and his wife, Karen, are the parents of two adult sons.
